For printed materials - might ask a company in your country to print materials, website hosting

Italy LoCo has a strong connection with universities, lacking connection to other communities (LoCos)

LoCos suffer from lack of communication from Canonical about upcoming events (and features), so they can't be authoritative about news and announcements

How LoCos handle money
 - France is a registered organization
 - Italy and California partner with existing organizations

1) Communication between LoCos and Canonical, press releases and day to day contact. This will be discussed in a community roundtable wednesday or thursday.
