I for one fail to see how that would be possible. Consequently I don't understand your hesitation as regards approving the proposed solution to bug 1035219. That's currently not the case for gnome-session-fallback due to patch 10_keyboard_layout_on_unity.patch in g-c-c. So logically either the bug (showing four tabs instead of the Layouts tab only in a capplet named "Keyboards Layout") should be fixed, or the package removed from the archive. Maybe shipped exclusively with GNOME Remix? I for one would prefer that the bug is fixed. The complete upstream "Region and Language" capplet cannot be used in Ubuntu without changes in e.g. g-c-c, g-s-d and accountsservice.
